Teleconferences-2014 

On October 22, the RA Ministry of Diaspora held a teleconference with representatives of the Armenian community of Ninotsminda. Among the participants from Armenia were Head of the Division for Relations with Armenian Communities of the Caucasus at the RA Ministry of Diaspora T. Shagoyan, Head of the Department of All-Armenian Programs A. Andreasyan and Head of the Department of Information and Telecommunication V. Vardanyan, and the participants from the Armenian community of Ninotsminda were Head of the Department of Education and Culture at the Municipality of Ninotsminda, Head of the Rafael Javakhk Educational and Cultural Center Zhora Snkhchyan and members of the youth organization.


The main goal of the teleconference was to identify the key issues facing the Armenian community, present the programs of the RA Ministry of Diaspora and discuss the steps to take in order to have the members of the Armenian community become more engaged and show more active participation in the pan-Armenian programs.


Head of the Department of All-Armenians Programs A. Andreasyan presented the “Ari Tun” Program and the “Diaspora” Summer School Program and voiced hope that participants from Georgia would show more active participation in those programs.


Head of the Rafael Javakhk Educational and Cultural Center Zhora Snkhchyan presented the Center’s activities and touched upon the perspectives for strengthening of relations with the Armenian Diaspora and the events dedicated to the Centennial of the Armenian Genocide.


Several issues related to preservation of the Armenian identity and language, culture and other sectors were also discussed.

On October 16, the RA Ministry of Diaspora hosted a teleconference with representatives of the Armenian community of Odessa. Among the participants from Armenia were RA Deputy Minister of Diaspora S. Srapionyan; Head of the Department of Armenian Communities of CIS countries T. Nersisyan; Head of the Department of All-Armenian Programs A. Andreasyan; Head of the Department of Information and Telecommunication V. Vardanyan; Head of the Division for Relations with Armenian Communities of the Caucasus of the Department of Armenian Communities of CIS countries T. Shagoyan; Head of the Division for Relations with Armenian Communities of Russia, Ukraine, Belarus and Moldova E. Hovsepyan; Head of the Division for Relations with Armenian Communities of countries in Central Asia A. Zohrabya and other employees of the ministry. Among the participants from Odessa were president of the Armenian community of Odessa S. Tigranyan; vice-president of the Armenian community of Odessa A. Karajyan; Director of Odessa’s Kalustyan Cultural Center Anna Gevorgyan and Principal of the Mashtots Armenian Sunday School of Odessa Elen Poghosyan.


Greeting the participants of the teleconference, RA Deputy Minister of Diaspora Serzh Srapionyan attached importance to the fact that in spite of the current political crisis in Ukraine, the Armenian community continues its activities aimed at preserving the Armenian identity and its efforts to ensure the welfare of the Armenian community in Odessa.


Head of the Department of All-Armenian Programs A. Andriasyan talked about the activities with the Armenian community of Odessa, the programs carried out by the Ministry of Diaspora, the development and strengthening of the partnership between the RA Ministry of Diaspora and the Armenian community of Odessa, as well as more active participation.


President of the community Samvel Tigranyan touched upon the issues concerning the Armenian community in Odessa. Tigranyan said that in spite of the current tension in the country, the Armenian community of Odessa continues to be socially and culturally active. Tigranyan presented the book devoted to the Armenian community of Odessa with the title Carpathians from Ararat: The Armenians of Ukraine and talked about the actions aimed at enhancing the Armenian community’s foreign relations.


One of the community’s representatives, Elen Poghosyan congratulated the RA Ministry of Diaspora on its sixth anniversary and mentioned: “This ministry had to be established a long time ago. The relationship between the Armenian Diaspora and the RA Ministry of Diaspora is effective, and we are ready to continue our future collaboration.”


Several issues related to the events being held by the Armenian community of Odessa ahead of the Centennial of the Armenian Genocide were also discussed.

On July 2, the RA Ministry of Diaspora held a teleconference with the Canadian-Armenian community to provide hands-on solutions to the issues raised during the previous teleconference held on April 25. Among the participants of the teleconference were President of the Kololian Foundation Vahan Kololian and editor for the Foundation’s programs Kamo Mayilyan from Canada, and Deputy Governor of Shirak province Seyran Petrosyan, Mayor of Gyumri Samvel Balasanyan, Chief of Staff of the RA Ministry of Diaspora Firdus Zakaryan, Head of the Department of Armenian Communities of America Roza Hovhannisyan and other employees of the ministry from Armenia.

 

Mr. Kololian made a proposal to develop and implement a 10-year development program in Gyumri and indicated the role of the Foundation in solving issues related to funding. Kololian suggested establishing a body that would comprise representatives of the Kololian Foundation, the Armenian General Benevolent Union, the Government of the Republic of Armenia and Gyumri Municipality and would be involved in implementing the program.

 

Mayor of Gyumri Samvel Balasanyan welcomed the Kololian Foundation’s proposal and, on behalf of the citizens of Gyumri, expressed willingness to take all necessary measures to implement the program.

 

Deputy Governor of Shirak province Seyran Petrosyan mentioned that the regional council would also take the necessary steps to implement the program.

 

 

Chief of Staff of the RA Ministry of Diaspora Firdus Zakaryan attached importance to the future actions and stressed the need of confirming the schedule.

 

The sides agreed that the first step would be to have the RA Ministry of Diaspora, Gyumri Municipality and Kololian Foundation sign a trilateral memorandum.

On April 25, the RA Ministry of Diaspora held a teleconference with President of Kololian Foundation of Toronto Vahan Kololian, representative of the Foundation Kamo Mayilyan and Advisor to the RA Minister of Diaspora in Toronto Khoren Mardoyan.

 

Kololian briefly described the study conducted by the research groups of the Russian-Armenian University and the Armenian State University of Economics, as well as the Hrair Marukhyan Foundation and a group of several other researchers with the support of the Kololian Foundation. The study is devoted to the socio-economic and demographic situation and the current key issues in the Republic of Armenia.

 

The sides discussed several issues on resisting emigration, promoting small and medium businesses in Armenia and engaging investors for that purpose.

 

Kololian introduced the plan for the advancement of Shirak province, particularly Gyumri and proposed to create a body that would comprise representatives of the Foundation, the Armenian General Benevolent Union, the government and Gyumri Municipality and would be involved in implementing the program. Kololian particularly said: “The longest road starts with one step. Let that step be the new comprehensive study in Gyumri that will, in the course of the six months, help identify the priorities, key issues and needs that we will solve by developing and implementing joitn programs.”

 

Minister Hranush Hakobyan also suggested supporting the construction of the “New Aleppo” District for Syrian-Armenians who have settled in Armenia as a result of the Syrian war.

 

During the teleconference, the sides reached an agreement on presenting the program to the governor of Shirak province and the mayor of Gyumri, as well as hold a discussion and organize another teleconference.

The RA Ministry of Diaspora held a teleconference with representatives of the Armenian community of Belarus on Apr. 3.


Greeting the participants of the teleconference, RA Deputy Minister of Diaspora Serzh Srapionyan presented the pan-Armenian programs that the RA Ministry of Diaspora is carrying out this year and urged the representatives of the community to show more active participation in those programs.


Expressing gratitude to the attending Deputy Plenipotentiary of the Republic of Belarus for Religions and Ethnicities Vladimir Lameko for the government’s generosity toward the Armenian community, the RA Deputy Minister of Diaspora mentioned that there are nearly 30,000 Armenians living in the Republic of Belarus and that only through religious, national and cultural freedoms granted to the ethnic minorities by the government is it possible to preserve the spirit of the Armenian community.


In his turn, Mr. Lameko expressed gratitude to the RA Ministry of Diaspora and the representatives of the Armenian community of Belarus for accepting the invitation to take part in the teleconference, mentioned that the guarantee for the existence of any nation is preservation of the language and added that the Belarusians deeply respect the Armenians and the Armenian community. Lameko assured that the Armenians of Belarus are law-abiding citizens and actively participate in the country’s social, cultural and economic life, as well as in other spheres.


President of the “Hayastan” Armenian Cultural-Enlightening Society of Minsk Georgi Yeghiazaryan presented the key issues concerning the Belarusian-Armenian community and talked about the community’s participation in the programs that the RA Ministry of Diaspora is carrying out this year.


Yeghiazaryan mentioned that the community actively responds to all the large-scale programs organized by the ministry, and the youth and experts who have participated in the “Ari Tun” and “Diaspora Summer School” Programs suggest and encourage their friends and close ones to participate in those programs.


Director of Minsk’s Erebuni Dance Ensemble Ruzanna Avanesyan added that information about the launch and process of the programs of the RA Ministry of Diaspora is posted on all Armenian websites in Belarus and assured that several youth who have participated in the “My Armenia”, “Ari Tun” and “Diaspora Summer School” Programs want to come and settle in Armenia.


During the teleconference, the representatives of the Belarusian-Armenian community agreed to participate in the “Diaspora Summer School” Program and the Pan-Armenian Forum of Journalists to be held in September, as well as to provide more necessary materials and reports devoted to the Armenian community for the 2014 “Armenian Diaspora Yearbook”.


RA Deputy Minister of Diaspora Serzh Srapionyan mentioned that the ministry would continue to send textbooks, fiction books and Armenian fairy tales to the community. Srapionyan also urged the representatives of the community to maintain and enhance their relations with Armenia and with the Armenian communities of other countries, which the staff at the ministry’s “Hayern Aysor” online newspaper is aimed at and will provide assistance with its daily releases.

On Mar. 31, the RA Ministry of Diaspora held a teleconference with representatives of the Armenian community of Abkhazia. Among the participants were RA Deputy Minister of Diaspora S. Srapionyan, Head of the Division for Relations with Armenian Communities of the Caucasus of the Department of the Armenian Communities of CIS countries T. Shagoyan, Head of the Division for Relations with the Armenian Communities of Russia, Ukraine, Belarus and Moldova E. Hovsepyan, Head of the Division for Relations with the Armenian Communities of Countries of Central Asia A. Zohrabyan, Head of the Department of All-Armenian Programs A. Andreasyan, Head of the Division for Scientific and Educational Programs of the Department of All-Armenian Programs S. Hambaryan and other employees of the ministry. Among the participants from the Abkhazian side were leader of the Armenian community Khachik Minasyan, deputy leader of the Armenian community, Advisor to the President of Abkhazia, Director of the Armenian School of Gagra Galust Trapizonyan and community activists.


In his welcoming remarks, RA Deputy Minister of Diaspora S. Srapionyan attached importance to the development and strengthening of cooperation between the RA Ministry of Diaspora and the Armenian community of Abkhazia, as well as further involvement and more active participation of the Armenian community in pan-Armenian programs.


Head of the Department of All-Armenian Programs A. Andreasyan talked about the programs to be carried out in 2014, including the “Ari Tun” Program, the “Diaspora” Summer School Program, the “Our Greats” Program and the “My Armenia” Pan-Armenian Festival, as well as issues on delivery of books to the Armenian Diaspora. Head of the Division for Scientific and Educational Programs of the Department of All-Armenian Programs S. Hambaryan presented the changes that the programs have undergone.


Leader of the Armenian community of Abkhazia Khachik Minasyan presented the issues concerning the community and particularly mentioned that more than 50 members of the community have applied to participate in this year’s “Ari Tun” Program. Minasyan added that the community is trying to show more participation in other programs. Notes have been sent to all schools, and the list of textbooks has been specified.


The community will organize Armenian Genocide Commemorative events at all schools on April 24th, after which everyone will gather in the yard of the Armenian Church in Gagra. The traditional Armenian song festival will be held on May 2nd. The leader of the community attached importance to preservation of Armenian schools and mentioned that some schools have few Armenian students.


 

Issues on supporting the Abkhazian-Armenian community and the Armenian schools were also discussed.

July 6th marked the grand opening ceremony of the 2016 “Diaspora” Summer School Program of the RA Ministry of Diaspora at the Large Hall of Yerevan State University. The summer school program is jointly carried out with Yerevan State University.
