Publication of “Hayern Aysor” online multilingual daily of the RA Ministry of Diaspora

 

1.Situation

The main goal of the daily “Hayern Aysor” electronic newspaper is to contribute to the strengthening of relations between Armenia and the Diaspora through the creation of a general field of information. How are Armenians today? What issues do they face? How do they solve their issues and what opportunities do they have for solving those issues? These are the questions that the newspaper tries to find answers to and present to Armenians in different countries and cities. The implementation, development and success of the “Hayern Aysor” newspaper will be a serious step toward consolidation of Diaspora Armenians and turning the idea of creating a unified pan-Armenian field of information into a reality.

 

2.Issues

The cultural, political and economic events taking place in Armenian communities of the Diaspora, the hardships and achievements of our fellow Diaspora Armenians and activities of Armenian organizations are either poorly presented or not presented at all in Armenia and the Diaspora. Armenians living in different countries of the Diaspora, as well as their achievements and successes, remain under the shade. This makes Armenians living in the Diaspora feel alienated, unrecognized and unappreciated.

 

3.Solutions

The “Hayern Aysor” newspaper may broadly shed light on the political, cultural and economic events taking place in Armenian communities of the Diaspora; identify and present the hardships and achievements of our fellow Armenians in the Diaspora; always be aware of and inform the Diaspora about the events of our fellow Armenians; always tell about Diaspora Armenian benefactors and their charities; provide information about Armenians and issues of national significance (issue of the Armenian Genocide, the Nagorno-Karabakh conflict, etc.) from Russian, Turkish, English and French sources in foreign mass media.

History of communities: historical studies on the creation, development of and cooperation between new Armenian communities: Issues and particularities of cooperation between old and new communities

 

1.Situation

Armenians in Armenia have some wrong notions about the Armenian Diaspora, particularly regarding the creation of Diaspora Armenian communities, relations between the old and new Diaspora, the cultural, traditional and domestic particularities of each Diaspora Armenian community, the flows of migration and demography in Armenian communities, activities of Diaspora Armenian organizations, perspectives and other issues.

 

2.Issues

The Armenian communities of the Diaspora undergo dynamic changes from time to time and those changes need to be studied. There are extremely few fundamental studies on modern Diaspora and the current issues.

 

3.Solutions

Solutions would be coordinated research in Diaspora Armenian communities through scientific institutions, specialized centers and working groups, as well as publication of the studies for purposes of further application.

 

4.Results

The results are the development and publication of fundamental studies, booklets and reference materials that will be applicable in Armenia, the Diaspora and centers for Armenian studies.

 

 

Publication and dissemination of the “SPYURK” yearbook-periodical: memorable events and programs in different Diaspora Armenian communities

 

1.Situation

Armenia and the Diaspora trace back to historical-cultural roots and are strong together. The challenges facing Armenia are those facing the Diaspora and the Diaspora’s key issue is Armenia’s key issue. The strength of the Armenian nation lies in the united, collective strength of all Armenians and it must grow everywhere. Thus, the development of the Armenia-Diaspora partnership is directed toward strengthening and development of the Armenia-Diaspora partnership, increase and strengthening of the capabilities of different sectors of the Armenian nation, the exception of redistribution and the growth of the balance of Armenia.

 

2.Issues

It is necessary to provide means of information to promote the development of the Armenia-Diaspora partnership through cooperation with Diaspora Armenian organizations, as well as the harmony between the means of information and the primacies of the state policy in other spheres through measures for implementing the policy on development of the Armenia-Diaspora partnership and ongoing monitoring, evaluation and inclusion of results.

 

3.Solutions

Solutions would be to break the current stereotypes about the Armenian Diaspora and have a real picture of Armenians living in different historical, geopolitical and cultural environments by evaluating and reporting the real needs of sectors of Diaspora Armenians and studying their history and activities.

 

4.Results

The annual “SPYURK” yearbook is delivered to all Diaspora Armenian communities and contains information and memorable episodes of activities, achievements and successes of our fellow Armenians in different corners of the globe. The yearbook is illustrated and will be printed in English, Russian, Spanish and French.

 

 

Organizing events in honor of RA National Heroes Alex Manoogian, Charles Aznavour and Kirk Kerkorian

 

1.Situation

Pan-Armenian structures and centennial organizations such as the AGBU, Calouste Gulbenkian Foundation, Hamazkayin Armenian Educational and Cultural Society, the Armenian Relief Society, the United Armenian Fund, the Linsie Foundation, patriotic unions and great Armenian individuals and notables have made a great contribution and provided notable services for preservation of Armenian identity for all times and through different programs.

 

2.Issues

The Diaspora often views Armenia as a disaster zone that must only be provided with material and financial assistance. Armenians in Armenia and the Diaspora don’t know each other well. They have lived and grown up in different civilizations. Thus, the perceptions of the primacies of partnership are different among different sectors in Armenia and the Diaspora.

 

3.Solutions

It is necessary to raise awareness among the Armenian public about the activities of many notable Diaspora Armenian individuals and organizations and present the integrated activities aimed at preservation of Armenian identity implemented in the Diaspora. Such events will promote preservation of Armenian identity and will be viewed as a moral evaluation of activities in the Diaspora.

 

4.Results

There would be more opportunities for Armenia and the Diaspora to get acquainted with each other, shedding light on the life and career of famous Armenians, properly presenting their activities in Armenia and uniting notable Diaspora Armenians around project implementation and development of partnership.

 

 

Organizing and holding the first pan-Armenian forums of architects, bankers, lawyers and representatives of fine arts in Armenia

 

1.Situation

The “Armenia-Diaspora” pan-Armenian forums in 1999, 2002 and 2006, the Pan-Armenian games, the “One Nation, One Culture” festivals, meetings of writers and youth, pan-Armenian conferences on Armenian studies and professions have been organized and held with the purpose of consolidating the two sectors of the Armenian nation. There have been many events and programs held in the spheres of youth, culture, education, science, business and other spheres. A number of pan-Armenian projects have become traditional and participants have joined from different countries.

 

2.Issues

There is a need for presenting and developing Armenian architecture, restoring numerous historical-cultural monuments, as well as comments on the history and architecture and profound studies in the sphere of Armenian studies. It is also a component of the “Armenian Brand”. There still haven’t been important steps taken in these spheres of the Armenia-Diaspora partnership and it is necessary to promote cooperation between architects of Armenia and the Diaspora as well.

 

3.Solutions

A solution would be organize and hold the first pan-Armenian forums in Armenia. The agenda of the forum, the primary issues to be discussed and particularities of organization must be discussed with the corresponding professional unions.

 

4.Results

The program will provide the opportunity to evaluate the professional potential of Diaspora Armenian architects, gather enough data on Armenian monuments that represent historical-architectural value in the Diaspora, as well as further cooperation and implementation of concrete programs within the framework of that cooperation.

 

 

Periodical visits of Diaspora Armenian youth to Armenia

 

1.Situation

One of the major objectives for the development of the Armenia-Diaspora partnership is to establish and reinforce relations among Armenian youth through all-embracing programs. Being under the cultural influences of different countries, Diaspora Armenian youth need to have practical relations in addition to their theoretical notions and knowledge of Armenia and the Armenian reality.

From time to time, different pan-Armenian programs have contributed to mutual visits, but they are not ongoing. Very often, the shortage of material and financial means are not enough to continue funding such projects.

 

2.Issues

Youth in Armenia and the Diaspora have weak relations. The Diaspora has incomplete or wrong notions about Armenia and the Armenian reality. Many Diaspora Armenian families don’t have corresponding possibilities for implementing the desire of Diaspora Armenian youth to be in Armenia.

 

3.Solutions

The solution would be to organize the 20-30 day visits of 14-30-year old youth from different Diaspora Armenian communities to Armenia through pan-Armenian schools, organizations and other structures in order for them to study the Armenian language, establish contacts with their fellow Armenians, as well as get acquainted with historical-cultural monuments and Armenian history. It is necessary to support the establishment of new contacts and relations. It is envisaged to implement the project with the participation of Host Families in order to reduce the expenses, broaden the range of participants and the effectiveness of the program.

Every month there will groups consisting of 100 people coming to Armenia from different communities of the Diaspora.

A database of the host families will be created in all regions of Armenia and contracts on the selection and involvement of the host family will be signed. The main goal of the program is also to select youth who have never been to Armenia.

 

4.Results

The results will be the development of the Armenia-Diaspora partnership, strengthening of relations among the youth, as well as opportunities for new initiatives in the fields of society, economy, culture, education and more. This will also help integrate Diaspora Armenians’ current notions about Armenia, promote preservation of Armenian identity and increase tourism.

 

Creating a Department of Diaspora Studies at Yerevan State University with the purpose to prepare and train specialists in the field of Diaspora studies

 

1.Situation

Among the bodies implementing the policy on development of the Armenia-Diaspora partnership are the RA Ministries of Diaspora, Foreign Affairs, Education and Science, Culture, Economy, Territorial Administration, the Police under the RA government, the National Security Service under the RA government, the standing committee on foreign policy and the Diaspora of the RA National Assembly and the “Hayastan” All Armenian Fund. The functions of the policy on development of the Armenia-Diaspora partnership are implemented by the officials of the mentioned organizations. The above mentioned officials are responsible for managing information and coordinating the activities of the state bodies within the framework of the Armenia-Diaspora partnership, as well as supervising activities, periodically revising the policy on development of the Armenia-Diaspora partnership, applying instruments of international law within the framework of the partnership, improving the state legislation, introducing procedures, cooperating with pan-Armenian structures and Diaspora Armenian organizations and developing Armenian studies. These numerous functions vary and the experts responsible for implementing them need professional knowledge. Thus, the effectiveness of the Armenia-Diaspora partnership is conditioned by the capabilities of experts.

 

2.Issues

The mentioned experts have undergone training since Armenia’s independence. The training courses were mainly related to certain elements of the Armenia-Diaspora partnership and did not provide access to integrative information. In addition, the legislative and institutional reforms in Armenia, as well as the geopolitical environment, global challenges and opportunities require ongoing training of experts involved in developing the Armenia-Diaspora partnership. Training institutions are responsible for ongoing training of experts involved in the Armenia-Diaspora partnership and it is necessary to train their institutional capabilities.

 

3.Solutions

The issues relating to preparation and training of experts in the field of Armenia-Diaspora partnership must be solved through instruction and ongoing training. In terms of organizing the instruction and training of experts, both are different in character and with their issues. It is envisaged to organize instruction through advanced educational institutions established by the government. Amounts of government funding will be determined based on the ratings by demand. Funding for instruction must be provided through state order and government subsidies. With that purpose, Armenian studies must be included in the government-funded Master’s degree programs. Through an agreement with the RA Ministry of Education and Science, the RA Ministry of Diaspora will set the requirements for instruction. The issue of ongoing training of experts in the Armenia-Diaspora partnership is solved by the government, which unilaterally changes the professional requirements presented to the experts holding the mentioned offices and the system of development of the Armenia-Diaspora partnership. The government also provides funding for training expenses.

 

4.Results

The objective of the instruction of experts in the Armenia-Diaspora partnership is to prepare qualified experts contending for offices, include the “Diaspora Studies” profession in Master’s degree curricula, as well as develop and introduce other adjunct topics. As a result, it will be possible to prepare Masters of Diaspora Studies.

A new course on “History of Armenian Communities” is being introduced in different faculties of Yerevan State University. There will also be psychological, cultural, historical and social studies on different communities of the Diaspora.

 

Developing, creating and applying the translation program from Western Armenian-Eastern Armenian and vice versa and dissemination of the program in the Diaspora

 

1.Situation

The guarantee for the existence and survival of the Diaspora is the Armenian language. The issue of preserving and disseminating the Armenian language is a key issue in the Diaspora. A large part of Diaspora Armenians are not proficient in Armenian or are partially proficient. In some Diaspora Armenian communities, the use of the Armenian language is limited to oral speech. The converter is necessary for children to master the literature, Armenian fairy-tales, illustrated alphabet books, fables and stories in Armenian communities and families of the Diaspora.

 

2.Issues

Poor or limited knowledge of Armenia must not impede integration and full participation of Armenians in the public-political life of the community. Being the cornerstone for the development of Armenian identity, knowledge of Armenian language must not serve as grounds for discrimination in Diaspora Armenian communities; rather, it must served as a means for integration of Armenian communities. The issue of Western Armenian must not impede the full harmony of the Diaspora.

 

3.Solutions

Pan-Armenian events and initiatives must promote culture and education in the Diaspora and enlarge Diaspora Armenian organizations’ participation in the development and implementation of those events and initiatives. The Republic of Armenia must take on the responsibility of disseminating culture and Armenian studies. Modern information technologies must be fully applied for long-distance learning. It is necessary to develop programs and make the courses online, as well as prepare experts and start long-distance learning.

 

4.Results

The program will provide many Diaspora Armenians with the opportunity to get acquainted with Western Armenian literature, materials and online media. It may also be an innovation for long-distance Armenian language learning and serve as a good opportunity for overcoming the barrier between Western and Eastern Armenian.

 

Teleconferences with the participation of notable individuals of the community who are dedicated to culture, education, the community and preservation of Armenian identity

 

1.Situation

The opportunities provided by modern information technologies are of utmost significance for implementing the propositions stated in the concept on development of the Armenia-Diaspora partnership. The teleconferences on significant issues are an effective direction for professionals’ exchange of views.

 

2.Issues

There are many multifaceted issues that very often feel the need for support in public and direct discussions, exchange of views, best experience or urgent issues.

 

3.Solutions

The teleconferences provide opportunities for holding consultations between Diaspora Armenian organizations, as well as professional and community associations. It is also effective in terms of establishing connections and mutual recognition.

 

4.Results

The result is raising issues, searching for solutions and reaching agreements on support programs and cooperation.

The cultural impact of instruction on Diaspora Armenian children in pre-schools and the educational systems of the given countries, as well as the separation from Armenia and the Armenian reality contribute to assimilation and divergence from Armenian values. In many communities, coordinated Armenian education and, in some communities, the lack of Armenian education impedes the studies on Armenian history, traditions, fairy-tales, interesting information and other instructional materials.

 

3.Solutions

It is necessary to prepare and publish children’s literature and disseminate the books to Diaspora Armenian communities.

 

4.Results

Diaspora Armenian children will have knowledge of Armenian language, history, traditions, fairy-tales and fables; the children’s literature and interesting information will be developed and published.

 

Visits of foreign members of the RA National Academy of Sciences to Armenia to participate in the Academy’s meetings, scientific conferences and joint activities in spheres of science

 

1.Situation

The RA government plan for development of the Armenia-Diaspora partnership recognizes a number of primacies, including the recording of cultural values in the Republic of Armenia and abroad, the integration of Diaspora Armenian artists in Armenia’s culture, the solutions to current and prospective issues relating to Armenian studies, as well as the development and implementation of scientific programs for development of the branches of other spheres of science.

 

2.Issues

Scientists and researchers play a great role in presenting the international recognition of the Armenian Genocide and the resolution of the Nagorno-Karabakh conflict, as well as presenting and developing the spheres of science in Armenia. Nevertheless, the relations between Diaspora Armenian scientists and researchers and their integration in research projects being implemented in Armenia are weak and not ongoing. This allows full integration of the potential of Diaspora Armenian scientists. It is important to organize the instructional visits and short-term business trips for experts of the development of the Armenia-Diaspora partnership, exchange of the best experience in partnership with the Diaspora, visits of experts to the Republic of Armenia and practice on developing the partnership.

 

3.Solutions

It is necessary to activate the cooperation between scientists in Armenia and the Diaspora, include the potential of Diaspora Armenian scientists and organize visits of representatives of the sphere to Armenia.

 

4.Results

The results will be development of the Armenia-Diaspora partnership in spheres of science; promotion and development of Armenian and Diaspora studies and inclusion of Armenian scientific thought for development of branches of economy.

 

Create a Department of Diaspora at the Institute of Literature of the RA National Academy of Sciences in order to conduct studies and investigations on the history of Diaspora Armenian communities

 

1.Situation

Armenology is a system of sciences that was established in the early 15th century, although interest in Armenian studies sparked in ancient times. It includes Armenian geography, linguistics, history, ethnography, folklore, archeology, source study, theater, study of protocols, literature, medicine and archeology, study of law, economy, bibliography, philosophy and art.

Scientists and linguists of Soviet Armenia and the Diaspora have been involved in the comparative study of Armenian language, history of Armenian language, dialectology, study of dictionaries, general linguistics, etc. Archeology has especially developed. The study of Armenian architecture has especially developed in the sphere of art. The history of the Armenian nation, the study of Armenian language, old and new Armenian folklore, art, historical geography, cartography and ethnography have been in the center of attention. Many experts of Armenian studies have been involved in the study of separate periods and issues relating to Armenian history. The history of the 1915 Armenian Genocide has been studied. There are a number of centers and organizations involved in Armenian studies in Armenia, as well as organizations involved in studying Armenian architecture, including the “Center for Armenian Studies” at Yerevan State University, the “Hamshen patriotic-benevolent non-governmental organization”, “Noravank” non-governmental organization, the Institutes of Literature, Oriental Studies and History after Manuk Abeghyan of the RA National Academy of Sciences, the Academic Council of the RA Ministry  of Education and Science, the electronic library of Armenian classical bibliography and more.

 

2.Issues

The main courses of the Armenia-Diaspora partnership for development of Armenian studies are the procurement and coordination of Armenian studies institutions in Armenia and abroad, creation of environments for information and development of information technologies. The key issues in the mentioned directions are:

Contribute to the strengthening of the role and place of Armenian art in world civilization

Develop the environment for information on Armenian studies in computer networks in Armenia and abroad

Develop Armenian printed bibliography

Develop the institutional capabilities of organizations involved in Armenian studies

Develop and implement publications of a series of reference books, anthologies, books, encyclopedias and periodicals relating to Armenian studies

 

3.Solutions

The following methods and directions must be adopted to solve the above mentioned issues in the sphere of Armenian studies, particularly Diaspora studies:

-recording of Armenian centuries-old cultural values and monuments in world culture, evaluation of the physical and moral state of the values and monuments by developing state and private libraries and archives, complementing, recording, digitalizing and creating electronic libraries for bibliography, ensuring the information of the system of Armenian studies, compiling and recording bibliography and study of images, developing cartography and biographies, ethnography and folklore;

-establishing relations with national centers in individual countries, organizing the process of developing data, identifying new Armenian cultural values through operative exchange of data, as well as identifying Armenian cultural  values that have remained unknown and used for other purposes;

-clarifying and developing the spheres of Armenian studies for developing a state strategy on development of Armenian studies, as well as providing information for educational and research institutions of Armenia and abroad involved in Armenian studies with the participation of interested organizations.

 

4.Results

The results will be the creation of a center-division of Diaspora studies and a Diaspora department at the RA National Academy of Sciences; ensuring orders for themes; completing scientific analyses and investigations; strengthening the scientific and informational capacities; developing the history of communities; integrating the history of the Diaspora and identifying particularities of communities, providing scientific interpretations and explanations for the Armenian Cause, as well as proposing prospective programs and priorities.
