April 12, 1954, Sarukhan village of Gegharkunik Province

 

Education

In 1970, she graduated from School N1 of Gavar with a gold medal.

 

In 1975, she graduated from the Faculty of Applied Mathematics at Yerevan State University.

 

In 1989, she graduated from the Moscow Academy of Social Sciences with honors.

 

In 1994, she graduated from the Faculty of Law at Yerevan State University with honors.

 

She is a Doctor of Legal Sciences and a professor.

 

Career 

 

From 1975 to 1983, she has been a professor of the Faculty of Applied Mathematics at Yerevan State University;



From 1978 to 1983, she has been an assistant secretary and later secretary of the Committee of the Leninist Communist Youth Union at Yerevan State University;

 

From 1983 to 1985, she has been a secretary of the Central Committee of the Leninist Communist Youth Union of Armenia;

 

From 1985 to 1990, she been first secretary of the Central Committee of the Leninist Communist Union of Armenia and member of the Bureau of the Central Committee of the All-Union Leninist Communist Youth Union (Moscow);

 

From 1986 to 1990, she has been a Deputy of the Supreme Council of the Armenian Soviet Socialist Republic, member of the presidency of the Supreme Council;

 

From 1990 to 1995, she has been a Deputy of the RA Supreme Council, Vice-Chair of the Standing Committee on Social Affairs, Healthcare and Nature Protection;

 

From 1995 to 1996, she has been a Deputy of the RA National Assembly, Chair of the Standing Committee on Social Affairs, Healthcare and Nature Protection

 

From 1995 to 1997, she has been Vice-Chair of the Social Affairs Committee of the CIS Inter-Parliamentary Assembly;

 

From 1996 to 1998, she has been RA Minister of Social Security;

 

From 1996 to 2008, she has been a member and later leader of the Armenian Delegation to the International Assembly of the Inter-Parliamentary Union, a member of the Coordinating Council for Women’s Issues;

 

From 1999 to 2003, she has been a Deputy of the RA National Assembly, member of the Standing Committee on Foreign Relations, Vice-Chair of the EU-Armenia Committee;

 

From 2003 to 2008, she has been a Deputy of the RA National Assembly, Chair of the Standing Committee on Science, Education, Culture and Youth Affairs;

 

From June 2008, by the decree of the RA President, she has been Chair of the State Committee for Relations with the Diaspora at the RA Ministry of Foreign Affairs;

 

Starting from October 2008, by the decree of the RA President, she has been RA Minister of Diaspora.

 

On June 16, 2012, she was reappointed RA Minister of Diaspora.

 

On May 8, 2013, she was reappointed RA Minister of Diaspora.

 

On April 23, 2014, she was reappointed RA Minister of Diaspora.

 

On September 27, 2016, she was reappointed RA Minister of Diaspora.

 

In 2008, by the decree of the RA President, she was awarded the title of Ambassador Extraordinary and Plenipotentiary of the Republic of Armenia.

 

Since April 2011, by the decree of the RA President, she has been a member of the State Commission in charge of Coordinating the Events Dedicated to the 100th Anniversary of the Armenian Genocide;

Since 1999, she has been a professor at Gavar State University.

 

Since 2006, she has been a professor at the Public Administration Academy of the Republic of Armenia.

 

She is chair of the board of Gavar State University.

 

She is a member of the boards of Yervan State University and Yerevan State Medical University.

 

 She is author of 6 monographs and more than 40 scientific works.

Community service:

Member of the Board of Trustees of Hayastan All-Armenian Fund (by the decree of the RA President)

 

Co-founder of the Armenian-American Wellness Center

 

President of the Armenian International Women’s Association NGO

 

She has created the Youth Parliament adjunct to the RA National Assembly.

 

She has been recognized as Best Woman of the Year, Best MP of the Year, Best Political Figure of the Year and Best Minister of the Year.
